The three sections of every VIN
Since 1981, every VIN is exactly 17 characters, organized into three blocks:

Positions 1–3: who built it, and where
Position 1 is the country of final assembly. The common ones: 1, 4, 5 = United States, 2 = Canada, 3 = Mexico, J = Japan, K = South Korea, S = United Kingdom, W = Germany, Y = Sweden/Finland. So yes — a “Japanese” Honda starting with 1 was built in America, which is normal (most U.S.-market Accords are Ohio-built).
